Summary
The Creative City Network of Canada (CCNC) is seeking a qualified independent consultant or consulting firm to
develop a toolkit that provides guidance and recommendations to support municipalities on how to create and
implement IDEA (inclusion, diversity, equity, accessibility) and Truth and Reconciliation policies, particularly as they
pertain to municipal cultural programming and policy development.
We are looking for a partner who is experienced with both EDI policy and Indigenous Truth and Reconciliation and
has a diverse perspective and lived experience. Familiarity with Canada’s diverse cultural and artistic communities,
and the municipal arts sector, is an asset. This toolkit will include recommendations, examples of policies and
procedures, as well as case studies to further support municipalities on their journey of IDEA and Truth and
Reconciliation, drawing on the methodologies and frameworks used by the Canadian Commission for UNESCO’s
Coalition of Inclusive Municipalities and the Federation of Canadian Municipalities’ Pathways to Reconciliation.
This toolkit will further support municipal cultural sector workers to create safe spaces (policy and physical) for
Indigenous peoples to practice and share their culture, and will support them in navigating these complex historical
relationships.
