Federal-Provincial-Territorial Culture and Heritage (FPTCH) Jurisdictional Scan and Analysis

The negative impacts of Covid19 on the not for profit cultural sector, the ever increasing pace of change and widespread government fiscal constraints make it prudent and necessary for culture departments to examine our existing grant funding frameworks to ensure they are as responsive as possible to this evolving environment.
The purpose of this examination is to improve the understanding at the FPTCH Table of the elements that constitute a balanced funding ecosystem; one that builds and supports resiliency within the cultural not for profit sector. All FPT jurisdictions currently provide culture and heritage related grant funding. There is no existing analysis of how different jurisdictions meet the need for both stability and agility in funding; or short, medium and long-term support. The project will examine the strengths and weaknesses of different delivery models (including direct, arms-length or third party) and include best practice jurisdictional analysis. It will compare various other grant program components (ex: grant criteria), their possible role in a funding ecosystem that builds resilience across the sector and how they might be balanced (e.g. project, program, and operating grants or grants and contributions; multi-year agreements; matching funds requirements; role of the private sector; eligibility requirements; program outcomes and performance metrics; digital and electronic management etc.)
Of particular relevance during this time of dramatic upheaval in the culture sector and broader society are efforts to increase resilience and look towards re-building across the cultural funding ecosystem while supporting inclusion, racial equity and social responsibility.
