Summary
This Request for Proposals (the “RFP”) is an invitation by the Corporation of the Town of Innisfil (the “Town”) to prospective proponents to submit proposals for Consulting Services for Town of Innisfil Library Strategic Plan, as further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
The Consultant will lead and facilitate a comprehensive strategic planning process that reflects the identity, strengths, and future aspirations of the Innisfil ideaLAB & Library. The Library serves as a dynamic community hub that provides equitable access to learning, creativity, technology, social connection, and community supports. Its service model blends traditional library services with creative technology, makerspace learning, literacy development, entrepreneurship support, and inclusive programs that benefit residents of all ages.
The Library plays an important role in supporting community wellbeing by providing spaces where individuals and families can learn, create, explore ideas, develop skills, connect with community resources, and participate in civic and cultural life. Increasingly, the Library also acts as a
connector to community supports, helping residents access social services, digital resources, and learning opportunities.
The strategic planning process must reflect the Library’s commitment to innovation, creativity, equity, accessibility, digital empowerment, community wellbeing, and meaningful community engagement. The plan should position the Library to continue evolving as a community hub for learning, creativity, entrepreneurship, and social connection, while identifying opportunities for new partnerships, services, and sustainable growth.
The Consultant will be responsible for the preparation and delivery of the Strategic Plan and all associated reports, analyses, and engagement activities outlined in this section.
